OINP Regulatory Update: Expanded Grounds for Suspension and Return of Applications

The Ontario Immigrant Nominee Program (OINP) has introduced new regulatory changes that allow the Director to suspend or return applications, along with full refunds, based on a broader range of factors.

Under the amended Ontario Regulation 421/17, the Director may now make such decisions after considering Ontario’s economic conditions, labour market needs, and policy priorities.

Key factors include:

  • Federal nomination allocation limits for the year

  • Volume of pending or approved OINP applications

  • Current federal or provincial policy priorities

  • Ontario’s unemployment rate and labour market demand

  • Housing availability and affordability

  • Access to health and social services

  • Applicant’s lawful work status, job offer, language proficiency, education, and Canadian experience

These updates ensure that OINP nominations are focused on candidates who best support Ontario’s current workforce and economic goals.
